Please find enclosed a copy of UBCIC Resolution 2007-09 entitled Support for St’át’imc Government to Government Negotiation, a duly passed resolution which was unanimously endorsed at the UBCIC Chiefs Council of January 30, 2007.
The UBCIC Executive would like to take this opportunity to convey the full support of the St’át’imc Chiefs Council in its government-to-government negotiations with the Province of BC. We also fully support that discussions at the First Nations Leadership Council must not impede or obstruct the government-to-government negotiations between the St’át’imc and the Province of BC. The discussions at the First Nations Leadership Council must not be used as a convenient excuse to prevent good-faith negotiations and creative solutions at government-to-government tables such as the St’át’imc Chiefs Council.

UNION OF B.C. INDIAN CHIEFS CHIEFS COUNCIL VANCOUVER, B.C. Resolution no. 2007-09
RE: Support for St’át’imc Government to Government Negotiation
WHEREAS The UBCIC is a political organization for Indigenous peoples in British Columbia founded in 1969, dedicated to promoting and supporting the efforts of Indigenous people to affirm and defend Aboriginal Title and Rights;
WHEREAS the St’át’imc Chiefs Council and the Province of BC signed a Protocol Agreement on June 7, 2004 that established a forum and process through which government-to-government discussions are to occur between the Parties relating to land and resources;
WHEREAS the St’át’imc Chiefs Council and the Province of BC Protocol Agreement predates the establishment of the New relationship – Vision and Principles document including the First Nations Leadership Council;
WHEREAS through government-to-government discussions between the St’át’imc and the Province of BC, significant progress has been made in a number of areas relating to land and resources including the allocation of resources for government-to-government discussions;
WHEREAS in the recent months the Province is significantly is significantly wavering form its commitment to the protocol Agreement and the Government-to-Government Table by cutting resources and strategically and methodically formulating discussions in alignment with what is taking place at the First nations Leadership Council level;
WHEREAS the First Nations Leadership Council did not receive a mandate or does not have the authority to speak or negotiate on behalf of the St’át’imc Chiefs Council while discussions are occurring at the Government-to-Government Table between the St’át’imc Chiefs Council and the province of BC
WHEREAS the work of the First Nation Leadership Council as one of its primary principles, does not create, define, limit, prejudice, abrogate or derogate from any of the Aboriginal title, rights and interests or treaty rights of any First Nation;
THEREFORE BE IT RESOLVED THAT the UBCIC Chiefs Council fully supports the St’át’imc Chiefs Council in its government-to-government negotiations with the Province of BC;
THERFORE BE IT FINALLY RESOLVED that discussions at the First Nations Leadership Council must not impede or obstruct the government-to-government negotiations between the St’át’imc and the Province of BC.
